can you make a lcd monitor a tv?

yes you can, just get a digital tuner. here is a good one. it supports resolutions up to 1080i

Please clarify. Do you actually want to watch TV on that monitor or do you just want to play your XBox 360 on it?
If all you want to do is play your XBox 360 on it, you don’t need a tuner. All you need is the XBox HDAV VGA cable:
